Principles of Good Urban Governance

Governance can be described as how individual, institution and organization manage operations and smooth running of their activities. It is a concept which explains the allocation and usage of economic, social, physical, and financial resources in the promotion of the interest of their organisation.  Governance is often associated with politics and government which is popularly referred to as “urban governance”. Urban governance is the ‘political’ system of allocating public resources and general administration of cities. It entails resources allocation, provision of basic amenities, smooth running, people management, decision making among others. The state of urban governance determines people’s satisfaction and impression which can be good or bad; effective and ineffective, authoritative or inclusive. Good, effective or progressive governance is the ideal status or requirement for every government.


Good urban governance is the quality of governance considered “normative and high quality”. Defining a good urban governance is complex and measuring good has been a major debate among researchers and  related institutions. Good is relative – subjective and majorly based on preference. Nevertheless, good urban governance is the concept that describes satisfaction, excellence, sustainability, effectiveness, and progressive administration. The concept ‘good’’ advocate for quality in human, physical, social and economic development in urban and rural settlement.

Different parameters, indicators, principles and standards have been identified by different groups. According to UN-Habitat

          good urban governance is characterized by sustainability, subsidiarity,           equity, efficiency,          transparency and accountability, civic engagement     and citizenship, and security, and that             these norms are interdependent and            mutually reinforcing. These proposed norms are                    introduced below and include a range of illustrative practical measures for their                                         implementation.

 This implies any nation or government must implement the following strategies before they can be recognized as good urban governance. UN-HABITAT also refutes money, technology or expertise as major indicator of good governance. 

Governance and citizen welfare are intertwined and inextricably linked. It is a concept that permits and allows easy access of benefits to citizen.  Good urban governance incorporates people and citizens in determining their fate and destiny of theirs and successive generations.

Any government that applies these key parameters in the general management and administration will surely be a model to other government and political representatives,
